The Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine recently jointly released the "Emission Limits and Measurement Methods for Pollutants from Light duty Vehicles (China's Sixth Stage)" (hereinafter referred to as the "National Sixth Standard for Light duty Vehicles"), announcing the emission requirements and implementation time for light duty vehicles in the sixth stage.
In recent years, China's motor vehicle pollutant emission standards have gradually improved. In 2001, the first phase of the national motor vehicle emission standards began to be implemented. After 15 years of development, the fourth phase of the national emission standards is currently being implemented nationwide, and the fifth phase emission standards are being implemented in key areas. Single vehicle pollutant emissions have been reduced by more than 90%, effectively promoting the technological upgrading of the automotive industry. In order to further strengthen the prevention and control of motor vehicle pollution, reduce emissions from the source, and implement the requirements of the 13th Five Year Plan for National Economic and Social Development regarding the implementation of National VI emission standards and corresponding oil standards, the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine have issued the National VI standard for light vehicles.
The National VI emission standards for light vehicles have changed the previous method of equivalent conversion to European emission standards, inviting the automotive industry to participate in the entire process of preparation and fully absorbing the opinions and suggestions of experts, scholars, and the business community. The preparation team conducted a large amount of investigation and research work, analyzing and summarizing emission data of 8600 National V vehicle models, investigating the mileage of 500000 light vehicles, and designing and conducting verification experiments. The significance of the National VI standard for light vehicles lies in: firstly, transforming from following the emission standards of European and American motor vehicles in the past to boldly innovating, leading the world in standard setting for the first time, which helps Chinese automobile enterprises participate in international market competition and promote the development of China's automobile industry; Secondly, in the context of overcapacity in China's automobile industry, it can play a role in eliminating outdated production capacity and leading industrial upgrading; Thirdly, it can meet the requirements of key areas to accelerate the improvement of environmental air quality and tighten automobile emission standards.
The National VI standard for light-duty vehicles has six breakthroughs in technical content. Firstly, it adopts a globally unified testing procedure for light-duty vehicles, comprehensively tightens testing requirements, effectively reduces the gap between laboratory certified emissions and actual usage emissions, and lays the foundation for coordinated control of fuel consumption and emissions; The second is the introduction of actual driving emission testing (RDE), which improves the emission control level of vehicles in actual use, facilitates supervision, and can effectively prevent cheating behavior that exceeds actual emissions standards; The third is to adopt the principle of fuel neutrality, and no longer set loose limits for nitrogen oxides in diesel vehicles and particulate matter in gasoline vehicles; The fourth is to comprehensively strengthen the control of VOCs emissions, introduce 48 hour evaporation emission tests and VOCs emission tests during refueling, and raise the level of evaporation emission control to over 90%. The fifth is to improve the requirements for vehicle diagnostic systems, increase the storage requirements for permanent fault codes, and implement tamper proof measures to effectively prevent excessive emissions during vehicle use. The sixth is to simplify the rules and judgment methods for environmental consistency and in use compliance supervision and inspection by the competent authorities, making the operation more feasible.
In order to ensure sufficient preparation period for the automotive industry to carry out relevant vehicle model and power system changes and upgrades, as well as vehicle model opening and production preparation, the National VI standard for light vehicles will be implemented step by step, with two emission limit schemes, National VI A and National VI B, set to be implemented in 2020 and 2023 respectively. At the same time, key areas with special requirements for atmospheric environment management can implement the National VI emission limits in advance. At present, the industry production and oil conditions for standard implementation have also been preliminarily met. Several light vehicle manufacturers have basically completed the development of prototype vehicles that meet the National VI standard for light vehicles. The General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Commission have also approved the release of the sixth phase of national standards for automotive gasoline and diesel during the same period.
Next, the Ministry of Environmental Protection will actively coordinate with relevant departments to effectively ensure the implementation of the National VI standard for light vehicles, further increase the supervision and inspection of motor vehicle environmental standards, promote the upgrading of automotive fuel products, and effectively improve urban air quality.
